Nuro pricing is based on reserved and dynamic instances. Each instance is 256MB of RAM and 400Mhz of processing power. Within your environment you set for each container the number of reserved instances and the number of dynamic instances (maximum the container will scale to if necessary). You only pay for dynamic instances that are in use. This is called vertical scaling and is a substantial advantage on services such as AWS or a VPS as it means you aren't paying for unused resources AND your application is always online and performance is always excellent.
Reserved instances are the amount you always pay for, and as such are at a slightly cheaper rate.
Dynamic instances are the amount of resources your happy for your application to scale to if required. You only pay for resources you are actually using, as a result these have lower discounts
If you want a fixed price you simply set your the number of dynamic instances to the same value as your reserved instances, this means you'll only pay the amount quoted for processing and RAM.
